Special temperature-controlled transport

Isothermal bodies

Sealed bodies designed for exporting goods sensitive to temperature fluctuations. They work on the principle of a thermos: preserving the cargo temperature that was at the time of loading and minimizing heat exchange with the external environment. They do not have their own refrigeration unit, so they are effective only on short routes — usually up to 10–15 hours in transit. Rubber seals on the doors ensure complete tightness, and galvanized internal surfaces are easy to clean and disinfect.

What cargo they transport: fresh vegetables and fruits, greens, dairy products, cheeses, confectionery, live plants, as well as beverages and cosmetics sensitive to sharp temperature drops and winter freezing.

Reefers (ref)

High-tech thermally insulated semi-trailers equipped with autonomous refrigeration and heating units (TRU). Unlike isothermal bodies, the reefer not only preserves but also actively maintains a set temperature regime in the range from −20 °C to +12 °C, and in some models — up to +25 °C, on routes of any length. Vehicles are equipped with continuous monitoring sensors and temperature recorders that record temperature indicators for providing a report to the customer.

According to ATP classification, reefers are divided into classes:

  • Class A: from +12 °C to 0 °C (for cooling perishable products).
  • Class B: from +12 °C to −10 °C.
  • Class C: from +12 °C to −20 °C (for deep freezing).

Modifications:

  • Multi-temperature: divided by internal insulating partitions into several zones with independent temperature regimes.
  • Double-deck: equipped with a beam system for placing pallets in two levels, allowing the capacity to be increased to 66 pallets without the risk of damaging the lower row.
  • Carcass carriers: equipped with ceiling rails with hooks for transporting meat carcasses.

What cargo they transport: frozen berries, semi-finished products, chilled meat, confectionery and pharmaceutical products.

Lowboys for oversized and heavy cargo

For transporting objects with large weight or non-standard dimensions, lowboys are used — specialized heavy-haul semi-trailers. Their key feature is the absence of a closed body and a strong open platform. The number of axles varies from 2 to 8 or more, due to which the carrying capacity reaches 120 tonnes.

Classification by loading platform height:

  • High-bed (from 1000 mm): have increased ground clearance and large-diameter wheels. Optimal for movement on off-road, winter roads and construction sites with complex terrain.
  • Low-bed (600–900 mm): the standard option for transporting special machinery. Ensures safe transportation of most vehicles on public roads due to the low center of gravity.
  • With a lowered platform ("trough") (300–500 mm): characterized by a broken frame design — the platform is lowered between the tractor axles and trailer wheels. Ideal for very high cargo, such as combine harvesters or vertical tanks.

Classification by platform type:

  • Straight platform: classic flat surface, convenient for cargo with even weight distribution — wheeled vehicles, containers, box batches.
  • Deepened ("trough-shaped") platform: has a recess in the central part for additional loading height reduction.
  • Telescopic (extendable) lowboys: the frame can extend in one, two or three stages, increasing the platform length from the basic 9–13 m to 20–40 m. Indispensable for long-length objects — pipes, bridge beams, wind turbine blades.

Grain carriers and dump trucks for bulk cargo

Cargo vehicles with an automatic hydraulic unloading system, which allows avoiding manual labor and additional loading equipment, thereby noticeably accelerating logistics processes. For international transport, the body is necessarily covered with a dense protective tarpaulin. The carrying capacity of European dump truck road trains is typically 25–30 tonnes.

Classification by unloading type:

  • Rear: classic and most reliable solution for semi-trailers.

  • Steel (Hardox): super-strong vehicles for transporting coal, ore, crushed stone and scrap metal.
  • Aluminum: lightweight body construction allows loading the maximum volume of clean grain, rapeseed, soybeans or sunflower without violating strict weight control rules on the roads of Ukraine and the EU.

Key documents and stages of international cargo delivery from Ukraine to Europe

Waybill CMR: how to fill in

CMR — the main legal document for international transportation. Any inaccuracy or absence of necessary stamps will inevitably lead to border delays and sanctions from regulatory authorities.

  • Field 16 (carrier): the stamp and details of the transport company are mandatory.
  • Field 22 (loading): signature and stamp of the sender (Ukrainian factory or warehouse). Without this stamp, the cargo is considered legally not accepted for transportation.
  • Field 23 (cargo receipt): driver's signature and stamp confirming the conformity of the number of packages and the integrity of the packaging. If the driver had no access to loading control or packaging damage is detected, appropriate reservations are entered in field 18: e.g., "loading performed by the sender, counting of packages is impossible" or "packaging damage found on 2 pallets."
  • Field 13 (customs): the exact address of the domestic customs terminal is indicated. Changing the route without customs approval is a serious violation.

Important stages of cargo transportation from Ukraine

Stage 1: Cargo pickup in Ukraine → Stage 2: Ukraine Border → Stage 3: EU Border → Stage 4: Customs and Unloading

Stage 1. Loading in Ukraine

The driver receives the invoice, packing list and export declaration with a number and barcode. It is critically important that the net/gross weight and the number of packages in these three documents match to the unit and to the kilogram — any discrepancy may be grounds for cargo detention by customs.

Stage 2. Ukrainian border control

At the customs post, the CMR and export declaration are presented to the inspector. It is necessary to make sure that the export is officially recorded in the electronic system and the cargo is allowed to cross the border — without this, the Ukrainian supplier loses the right to VAT refund. On the CMR copy, the inspector puts the border stamp.

Stage 3. Entry into the European Union

Before passing the European checkpoint, the driver is obliged to present the number of the ENS preliminary declaration — without a valid ENS, entry into the EU is impossible. After checking the documents, customs officers seal the locking mechanisms of the trailer and make a mark in the CMR.

Important

From this moment until arrival at the domestic customs terminal, opening or damaging the seal is strictly prohibited. Violation threatens with cargo confiscation and large fines.

Stage 4. Clearance at the domestic terminal in the EU

Upon arrival, all original documents are transferred to the European recipient or their broker. After completion of customs procedures, the cargo is unloaded and handed over to the buyer, who signs the CMR, confirming the successful execution of the delivery.

How to avoid errors, delays and fines when delivering cargo to Europe

  • Preliminary document check: before the start of loading, send scans of invoices and packing lists to our specialists or your broker — this will allow prompt elimination of errors in names, weights and customs codes (HS/CN code).
  • Weight control: regulatory authorities strictly monitor the permissible axle load. Overloading or uneven weight distribution in the trailer threatens with fines and downtime.
  • Pallet requirements: the goods must not protrude beyond the Euro pallet dimensions (1200×800 mm), and wooden packaging is required to have the phytosanitary treatment stamp according to the ISPM 15 standard. The absence of marking may lead to the return of the entire batch by the border service.

Incoterms: international trade rules

Incoterms are universally recognized international standards governing the distribution of responsibility, costs and risks between participants in a trade transaction — the seller, buyer and logistics company. Choosing Incoterms terms makes it possible to clearly delineate areas of responsibility: who handles cargo pickup, processes export documents, pays for international transport and ensures delivery to the final destination.

EXW (Ex Works)

EXW — the condition under which the maximum burden falls on the buyer. The seller's task is limited to making the goods available at their own warehouse or production facility in Ukraine. Everything else — removal, logistics, customs clearance on both sides — is handled by the buyer.

FCA (Free Carrier)

Under FCA terms, the seller hands over the goods to the chosen carrier at the agreed place in Ukraine and, as a rule, independently prepares the necessary export documents. From the moment of handover, all further responsibility passes to the buyer or their transport partner.

What documents are needed for import to Europe

What our company (carrier) is responsible for

  • CMR (international waybill): we issue 3–4 original copies.
  • Permit / ECMT: provision of valid permits for international freight transport through the territory of specific countries.
  • Export declaration: the document is necessary to confirm the legal export of cargo from Ukraine. Processed by our Ukrainian broker if the opening of export is assigned to us, or directly by the Ukrainian seller (exporter).
  • ENS (preliminary declaration): for importing goods into the European Union, it is necessary to submit a preliminary customs declaration. In EU terminals, it is called ENS (Entry Summary Declaration) and includes data about the sender, recipient, detailed description of the cargo, weight and its code (HS/CN code). Opened by our broker in Europe or by the European importer independently.

What the client (Ukrainian exporter / European importer) is responsible for

  • Commercial Invoice: official invoice from the Ukrainian seller indicating the value, exact details of the parties and delivery terms.
  • Packing List: document with a detailed description of packages, packaging dimensions, net and gross weight.
  • Customs power of attorney: needed by our broker in Ukraine, in case of opening export on behalf of the seller.
  • Certificate of origin EUR.1: in order for the European buyer to import Ukrainian products at a reduced or zero duty rate (within the framework of the Association Agreement with the EU), it is necessary to issue a certificate of origin EUR.1. This document confirms that the goods are produced in Ukraine from local raw materials or have undergone a sufficient degree of processing. We help exporters correctly prepare a package of documents for obtaining the EUR.1 certificate from customs authorities.
Important

In order for our broker to represent the interests of the Ukrainian exporter at customs and submit the export declaration on their behalf, the seller must issue a customs power of attorney. We will provide such a document: the seller signs it and sends us a scan, and if necessary — the original by mail to the address of our customs representative office.

How to open export in Ukraine

According to Incoterms rules, export clearance should be handled by the seller (exporter). In practice, two approaches are used:

Export is processed by the Ukrainian seller (exporter)

This is the most common option: the Ukrainian supplier works with their own broker, who prepares the invoice, packing list and export declaration. The driver receives the full package of documents directly when the vehicle is provided.

Export is processed by our broker

Many Ukrainian manufacturers, especially small companies, do not have their own foreign trade department and prefer not to deal with customs issues independently. In this case, we handle the processing ourselves, without changing the contract terms.

The work scheme is as follows:

  • the Ukrainian seller provides us with an invoice and packing list;
  • the seller signs a power of attorney for our broker to prepare customs documents;
  • our broker processes the export declaration based on the received documents.
Important nuance

In the declaration in the "Exporter/Sender" field, our broker indicates the Ukrainian seller (their details and EORI). The broker acts only as a technical declarant (representative). The vehicle goes through the border, the export is closed, and the Ukrainian seller receives their confirmation of cargo exit and can reclaim their VAT.

How the import of goods from Ukraine is arranged

What our company (carrier) does

  1. Order acceptance: we receive the contacts of the sending warehouse, invoice and packing list from the client, agree on the date of cargo readiness.
  2. Provision of transport: we ensure timely provision of the vehicle for loading at the Ukrainian supplier's warehouse.
  3. Control during loading: the driver checks the integrity of the packaging, counts the packages and fills in the CMR waybill.
  4. Customs in Ukraine: if the export is opened by the seller, the transport proceeds to the customs terminal specified by the seller (in some cases the seller hands over the cargo with a ready package of export documents). If the export is opened by our broker — the transport proceeds to our broker, who independently processes the export.
  5. Crossing the Ukraine border (entry into EU): the vehicle arrives at the border checkpoint. Ukrainian customs closes the export declaration — this is the official confirmation of the export of goods, necessary for the seller to reclaim VAT. Before entering the European control zone, the driver submits the ENS preliminary declaration (provided by our broker or the client) to the electronic system.
  6. Customs clearance in the EU: the transport arrives at the customs terminal of destination and awaits completion of customs clearance by the client's broker or our broker.
  7. Unloading: we deliver the customs-cleared goods to the client's warehouse and hand over the original CMR with marks of receipt.

Client's obligations (European importer)

  1. Formation of documentation: make payment to the Ukrainian supplier, obtain the commercial invoice and packing list.
  2. Arranging transportation: provide our company with the sender's contacts and conclude a transportation contract.
  3. Customs in the EU: send the package of documents to their European customs broker or use the services of our broker.
  4. Customs payments: timely pay customs duties and VAT of their country.
  5. Cargo receipt: accept the customs-cleared cargo at their European warehouse and sign the CMR.

How long does freight transport from Ukraine to Europe take?

What is the Ukrainian export declaration EK-10 and why is it needed?

EK-10 is a customs declaration issued for the final export of goods outside Ukraine. The code is simply deciphered: "EK" — export, "10" — final export regime. The main functions of EK-10:

  • Confirmation of zero VAT rate: without this document, the tax service will not recognize the export operation and will apply the standard 20%.
  • Return of input VAT: since export is taxed at a 0% rate, the company is entitled to reclaim from the budget the VAT paid to suppliers when purchasing or producing the goods. The declaration serves as the basis for such a refund.
  • Closure of currency control: the bank will remove the export operation from control only after the EK-10 with a mark of actual border crossing appears in the system.
  • Confirmation of export legality: the document records that the goods are properly cleared, all duties are paid, and quotas and restrictions are observed.

In practice, customs automatically transfers EK-10 data to the tax service electronically. The exporter reflects the operation in the VAT declaration, after which a desk audit and the budget refund procedure are initiated.

What happens if at the Ukrainian border customs does not close the export declaration?

If Ukrainian customs did not close the export declaration at the border crossing point, the cargo is officially not considered exported. This entails several serious consequences:

  • VAT problems: without the customs mark on actual export, the basis for the zero VAT rate is lost. The tax service has the right to cancel the export tax invoice and additionally charge VAT at a 20% rate — as with domestic sales.
  • Currency control: the bank will not remove the operation from control until the data appears in the customs register. For each day of delay beyond the established limit (standard — 180 days), penalties are charged.

How to fix the situation — you need to contact customs independently or through a broker:

  • if the goods were actually exported but the system did not record the export — submit a correction for entering the data;
  • if the export is cancelled or the vehicle returned — request cancellation of the declaration (while the cargo has not left customs control).

What is the difference for a European importer between EXW and FCA terms?

When importing to Europe, the key differences for a European buyer between EXW and FCA come down to three aspects:

  • Customs clearance: under EXW, all export formalities in Ukraine are the buyer's obligation, which is legally difficult for a non-resident. Under FCA, the Ukrainian seller arranges the export declaration.
  • Loading: under EXW, the buyer arranges and pays for loading independently. Under FCA, the seller is obliged at their own expense to load the goods into the vehicle provided by the buyer.
  • Transfer of risks: under EXW, risks transfer to the buyer at the moment the goods are ready for pickup at the warehouse. Under FCA — at the moment of handing the cargo over to the first carrier at the agreed place.

What to do if after loading at the warehouse in Ukraine the actual weight of the cargo diverges from the invoice?

If during loading or weighing a discrepancy between the actual weight and the invoice data is found — even insignificant — the vehicle cannot be sent to the border. A discrepancy between commercial documents and the export declaration will be treated by European customs as a violation of customs rules or smuggling, threatening the arrest of the vehicle and serious fines. In this case, loading is suspended: the supplier is obliged to promptly reissue the invoice or adjust export documents according to the actual data.

Who should fill in the waybill CMR — the sender or the carrier?

Under the terms of the CMR convention, filling is the sender's obligation. In practice, technical fields (data on the vehicle, route, permits) are entered by the driver or broker, while the sender fills in the fields with the goods description, weight and special instructions, and also necessarily puts the original stamp and signature in field 22. Is an EORI code needed for importing from Ukraine to the EU?

The EORI code is mandatory for customs clearance of goods in the EU — without it, European customs will not accept the declaration. EORI is an identification number of an economic operator in the single customs system of the EU, necessary including for submitting the ENS preliminary declaration at the border. For a Ukrainian company (LLC or sole proprietor), it is enough to obtain one such code in any EU country where the first customs clearance is planned. You can obtain EORI independently through the customs portal of the respective country (Poland, Germany, Hungary, etc.) or with the help of a broker. Are PN or PD needed for importing goods into the EU?

When importing goods into the European Union, submission of a preliminary declaration is mandatory. In the EU system, it is called ENS (Entry Summary Declaration) and is submitted through the ICS2 electronic platform. ENS is sent by the carrier before the cargo arrives at the border crossing point. The terms PN / PD (preliminary notification / preliminary declaration), common in the practice of Eastern European countries, including Ukraine, essentially denote the same — preliminary customs notification of the cargo. What is a EUR.1 certificate and when is it necessary?

The EUR.1 certificate is issued by Ukrainian customs upon export and confirms the preferential origin of the goods — i.e., that they are produced or sufficiently processed in Ukraine according to EU rules.

When EUR.1 is not needed:

  • Consignment up to 6,000 € — the exporter has the right to independently indicate the origin declaration directly in the invoice.
  • Authorized exporter status — companies regularly supplying goods to the EU can obtain this status and declare the origin in invoices without contacting customs, regardless of the consignment value.

What are the restrictions for freight transport by weight or eco standards in the EU?

By weight, the rules in Europe and Ukraine are almost identical: the standard limit is 40 tonnes, for container carriers on certain routes — up to 44 tonnes. Control is automatic everywhere, via WIM sensors on the road, so overload is recorded without an inspector. By eco standards, the gap is more significant: in the EU, the baseline is Euro-6, and vehicles on Euro-5 pay one and a half to two times more for roads. Ukraine until January 1, 2027 allows importing and registering Euro-5 class equipment — but this only works for domestic trips.
